2024 ND Bred Program 

In-State Racing

$225,000 has been made available by the ND Racing Commission from the ND Breed Fund to provide breeders awards for 2024 in-state racing.

Out-of-State Racing

$25,000 has been made available by the ND Racing Commission from the ND Breed Fund to provide breeders awards for ND-bred horses running in out-of-state races. The following rules apply:

  • Points will be awarded January 1 through May 31, and August 5 through December 31, 2024;
  • No out-of-state points will be awarded for races held June 1 through August 5, 2024;
  • Distributions shall be in accordance with current in-state rules;
  • It is the responsibility of the foal/mare/stallion owner to provide the Commission with out-of-state race results;
  • Only official race results from Equibase, Daily Racing Form, or Trueform Racing Services will be accepted and must be mailed to the ND Racing Commission Office;
  • All results must be postmarked no later than January 3, 2025.

Double and Triple Points

Historically the Racing Commission has offered double breed fund points to those races worth $10,000 or more and triple breed fund points to those races worth $25,000 or more. This will be the same for 2024.

Eligibility for "Back-to-Back" Racing

Any horse that is eligible for breed fund points in a race may not again be eligible to receive points for a period of four (4) days from that race. For example, horses racing Saturday would not again be eligible until Thursday. This is an equine welfare rule implemented by the Commission to dis-incentivize "back to back" racing. This rule is applicable to in-state and out-of-state racing for all breeds.

Standardbreds

Due to the lack of racing opportunities in North Dakota, Standardbreds have been awarded the following eligible in-state dates for 2024: June 1 through August 5 at Running Aces in Minnesota.

2023 ND Bred Program 

In-State Racing

Out-of-State Racing

$25,000 has been made available by the ND Racing Commission from the ND Breed Fund to provide breeders awards for ND-breds racing in out-of-state races. The following rules apply:

  • No out-of-state points will be awarded for races held June 3 through July 31, 2023;
  • Distributions shall be in accordance with current in-state rules;
  • *There must be a minimum of a 6-horse field unless there is a late Veterinarian scratch;
  • It is the responsibility of the foal/mare/stallion owner to provide the Commission with out-of-state race results;
  • Only official race results from Equibase, Daily Racing Form, or Trueform Racing Services will be accepted and must be mailed to the ND Racing Commission Office;
  • All results must be postmarked no later than January 3, 2024.

Breed Fund Rule Changes - effective October 1, 2022

The Administrative Rule change to the Breed Fund was approved and adopted on October 1, 2022. The major changes are:

1. The registration fee for a foal, broodmare, or stallion is now a one-time fee of $30. Once the horse has been registered in the breed fund, there is not any additional fees to be paid

The broodmare/stallion registration application must still be submitted to register a broodmare or stallion, if they were registered as a foal. In addition, their breed registration papers must be submitted so that their papers can be stamped. 

2. If you want to register a foal after December 31 of their foaling year, the late fee will now be $300. 

3. If you utilize embryo transfer with a broodmare, there is a form that must be completed and submitted by November 1 of the breeding year. The form is called Recipient Mare Request (SFN 62243). The form is at the bottom of this page. This change will be effective for the calendar year 2023.

Breed Fund Administrator Change

Effective March 18, 2022 - Tammy Holm's last day as the Breed Fund Administrator is March 18, 2022. 
Please continue to mail all registration forms and payments to the North Dakota Racing Commission office. All items will continue to be processed in-house.

  • Distributions shall be in accordance with current in-state rules;
  • It is the responsibility of the foal/mare/stallion owner to provide the Commission with out-of-state race results;
  • Only official race results from Equibase, Daily Racing Form, or Trueform Racing Services will be accepted and must be mailed to the ND Racing Commission Office;
  • All results must be postmarked no later than January 3, 2023.

Out-of-State Racing

$50,000 has been made available by the ND Racing Commission from the ND Breed Fund to provide breeders awards for ND-breds racing in out-of-state races. The following rules apply:

  • Points will be awarded January 1 through July 9 and September 7 through December 31, 2020;
  • No out-of-state points will be awarded for races held July 17 through September 6, 2020;
  • Distributions shall be in accordance with current in-state rules;
  • It is the responsibility of the foal/mare/stallion owner to provide the Commission with out-of-state race results;
  • Only official race results from Equibase, Daily Racing Form, or Trueform Racing Services will be accepted and must be mailed to the ND Racing Commission Office;
  • All results must be postmarked no later than January 2, 2021.

Breed Fund Registrations

At the December 3, 2020 meeting the Commissioners voted to approve the recommended changes to the Breed Fund:

  • Continue to offer the fee reduction of $250 for a foal that is registered after their foaling year.
  • All Breed Fund owners must submit to the Racing Commission a list of their registered horses that will no longer be in the Breed Fund program by January 31 of each calendar year.

2019 ND Bred Program

In-State Racing

$225,000 has been made available by the ND Racing Commission from the ND Breed Fund to provide breeders awards for 2019 in-state racing. The in-state minimum guaranteed Breed Fund pool of $150,000 extended an additional year through 2022.

Standardbreds

  • Only official race results from Equibase, Daily Racing Form, or Trueform Racing Services will be accepted and must be mailed to the ND Racing Commission Office;
  • All results must be postmarked no later than January 2, 2020.

$225,000 has been made available by the ND Racing Commission from the ND Breed Fund to provide breeders awards for 2018 in-state racing. The in-state minimum guaranteed Breed Fund pool of $150,000 has been extended an additional year through 2021.

Standardbreds

Due to the lack of racing opportunities in North Dakota, Standardbreds have been awarded the following eligible in-state dates for 2018: March 16 through March 31 (Cal Expo in California) and July 14 through August 6 (Running Aces in Minnesota).

Out-of-State Racing

$50,000 has been made available by the ND Racing Commission from the ND Breed Fund to provide breeders awards for ND-breds racing in out-of-state races. The following rules apply:

  • Points will be awarded January 1 through June 8 and July 29 through December 31, 2018;
  • No out-of-state points will be awarded for races held June 9 through July 28, 2018;
  • Distributions shall be in accordance with current in-state rules;
  • It is the responsibility of the foal/mare/stallion owner to provide the Commission with out-of-state race results;
  • Only official race results from Equibase, Daily Racing Form, or Trueform Racing Services will be accepted and must be mailed to the ND Racing Commission Office;
  • All results must be postmarked no later than January 2, 2019.

Breed Fund Registration Change for 2019

Per action of the Racing Commission at the November 21 meeting, the Commissioners authorized a fee reduction for foals that are registered after their foaling year. Effective immediately, yearlings and older foals may be registered in the North Dakota Breed Fund for $250. The fee remains the same at $10 if the foal is registered by December 31 of their foaling year.

Breed Fund Registration Change for 2017

Per action of the Commission at the April 21 meeting, the Breed Fund registration holiday schedule for foals will end on December 31, 2016. Beginning January 1, 2017 foal registration shall be in accordance with Admin. Rule 69.5-01-09-02(4) which provides:

  • Registrations postmarked no later than December 31 of the foaling year shall be $10
  • Registrations postmarked after December 31 of the foaling year shall be $1,000
  • No registrations will be accepted for a horse that is two-years-old or older

This return to the letter of our regulations is intended to prevent possible fraud and support investigation of foal registrations to protect the North Dakota horsemen's Breed Fund. Please make sure to send in your foal registrations promptly and contact Breed Fund Administrator, Sally Dasinger at 701-751-0809 with any questions.


Effective January 1, 2016: Pursuant to Administrative Rule 69.5-01-09-02(4)(g) a foal registered by an owner who does not reside in North Dakota must be inspected by a North Dakota state-licensed veterinarian at the expense of the owner. A copy of the Racing Commission’s Veterinarian Certificate for Out-of-State Owners form can be found below. While enforcement of this rule may have been lax in the past, the rule will be strictly enforced for any foals registered on or after January 1, 2016. Any registration for a foal with an out-of-state owner not accompanied by the certificate of inspection will be rejected.


Effective January 1, 2015: all broodmares must be registered as a broodmare before foaling an ND-bred eligible horse.
