The North Dakota Department of Agriculture is seeking a Grants and Contracts Specialist. Our mission is to serve, advocate, protect and promote agriculture to benefit everyone. The responsibilities of the selected candidate will include:Assist program managers from each division to develop and manage program/department grant budgets and expenditures.Responsible for processing vendor invoices and reimbursements, entering supplier transactions, and reconciling statements.Monitor grant award expenditures to ensure compliance with allowability of expense, ensuring expenses meet the intent of the funds, and that expenditures meet the various periods of performance. Responsible for periodic internal reviews as needed.Prepare quarterly billings for federal grants.Contract preparation and tracking grant awards.Assist in preparing reports for the department's financial audit and budget.Maintain record of department assets and surplus.Maintain off-site storage and conduct annual inventory.This role supports the Commissioner in collaboration with the Administrative Services Division. Given the necessity for considerable on-site involvement, the position is situated at the State Capitol building in Bismarck.Minimum Qualifications:Bachelor's degree in accounting, finance, or business administration or a related field.Two years of professional accounting or financial experience.Experience with Excel and Outlook.Excellent verbal, written, and interpersonal communication skills.Preferred Qualifications:Work experience preparing or drafting contracts.Work experience including grant preparation, monitoring, and/or administration.Knowledge of state and federal fiscal rules and regulations.Work experience processing accounts payable.Experience with the "financial" module in PeopleSoft.Minimum of one year experience in state government.Application Procedures:Applicants are encouraged to apply as soon as possible.
