HHS Behavioral Health Policy Division Policy - Remote in North Dakota - Behavioral Health Program Administrator The Behavioral Health Program Administrator will be responsible for the management, coordination, and administration of addiction treatment and recovery services funded with the Substance Use Prevention, Treatment, and Recovery Services Block Grant. This role involves overseeing the allocation and utilization of grant funds, ensuring compliance with federal and state regulations, and monitoring program effectiveness. The administrator will collaborate with treatment providers, governmental agencies, and community organizations to enhance service delivery, support recovery initiatives, and improve outcomes for individuals affected by substance use disorders. Key duties include budgeting, reporting, program evaluation, and fostering partnerships to advance addiction recovery efforts in alignment with North Dakota Health and Human Services goals. Key Responsibilities : Manage and administer federal block grants for addiction treatment and recovery services. Develop and monitor budgets, ensuring proper allocation and use of grant funds. Ensure compliance with federal, state, and local regulations, policies, and guidelines related to addiction treatment by conducting compliance visits (onsite and virtual). Provide technical assistance to service providers and stakeholders. Track and report grant-funded program performance, outcomes, and metrics. Facilitate training and capacity-building efforts for service providers to improve treatment services. Oversee data collection, analysis, and evaluation of treatment services to drive continuous improvement. Work closely on the addiction treatment and recovery team to achieve goals and alignment on projects and initiatives. Collaborate effectively with the behavioral health division and other health and human services teams to share insights and deliver integrated solutions. To thrive in this position , you should be: Able to work independently and as part of a team as you must be self-motivated to manage tasks efficiently on your own while also collaborating effectively with the internal behavioral health division policy team and external stakeholders and providers. Excellent verbal and written communication skills and ability to think critically to identify operational barriers and develop and implement solutions will be crucial for this position. To be successful at this position a candidate will need to be able to handle multiple projects and deadlines at time, with ability to shift priorities and adjust to changing circumstances while maintaining a high level of performance. The ideal candidate will also have familiarity with Microsoft Office with ability to utilize Microsoft Excel for managing budget tracking and budget projections. Most importantly, the best person for this position will be recovery oriented with a commitment and passion to improve access to quality recovery services for individuals experiencing addiction. To be considered for this position , you must have a bachelor's degree AND experience in administration, including overseeing or managing a program, budgeting, interpreting and following local, state and federal laws, rules, regulations and guidelines, and developing policy and procedures.
